Supplier and Subcontractor Policy
We select our business partners on merit, expect them to meet our own standards and manage the relationship with clear rules.
Purpose
The quality, safety and environmental impact of a building cannot be separated from the quality of the subcontractors working on site and of the materials used. This policy sets out how Çelik İnşaat selects its suppliers and subcontractors, what it expects from them and how it manages the relationship.
Scope
Material and equipment suppliers, subcontractors, design and consultancy service providers, rental and logistics companies; the procurement, contracting, site execution, progress payment and evaluation stages.
Our principles
- 01
Selection criteria
We select business partners on the basis of technical capability, experience and references, financial standing, health and safety and environmental performance, and legal compliance (tax and social security obligations, required licenses and certificates).
- 02
Fair and transparent process
At the tender stage we share the same information at the same time and evaluate bids against predetermined criteria. Our employees’ relationships with suppliers are subject to the gifts, hospitality and conflict of interest rules of the Business Ethics and Anti-Corruption Policy.
- 03
Written contract and payment
Every business relationship is based on a written contract that clearly defines the scope, duration, quality and health and safety requirements and payment terms. We evaluate and pay progress payments in accordance with the contract.
- 04
Our expectations on site
Our subcontractors follow our site health and safety rules, environmental rules and working arrangements; they ensure that their employees receive the required health and safety training before starting work; and they document that their employees are registered and insured and that wages are paid on time. As principal employer, we monitor the fulfillment of these obligations.
- 05
Material conformity
The construction materials we procure must comply with the specifications and construction products legislation and be delivered with the required conformity documents and test reports. We do not accept nonconforming materials on site.
- 06
Ethics, human rights and environment
We expect our business partners to follow the principles of our Business Ethics, Human Rights and Labor, and Environmental policies, and to pass the same expectations on to their own subcontractors.
- 07
Confidentiality of information
Project information belonging to our clients and personal data are protected under the confidentiality and data protection provisions of the contract; our business partners use this information solely for the purposes of the contract.
- 08
Performance and continuing the relationship
We maintain our relationships with business partners with regard to their quality, schedule, health and safety and environmental performance. We first address nonconformities through corrective action; in the case of unremedied or serious breaches, we end the business relationship. We prefer long-term work with business partners who perform well.
- 09
Reporting
Our suppliers and subcontractors may report any breach of our policies to our company in writing; the confidentiality and non-retaliation rules of the Business Ethics and Anti-Corruption Policy apply to these reports.
Responsibilities
The procurement team is responsible for applying the selection criteria and contract rules; project managers and site managers for monitoring practice on site; and company management for setting the criteria and for decisions to end business relationships.
Implementation and review
This policy is applied in our procurement and contracting processes and on our sites.
