Health and Safety Policy
No job is so urgent or so important that it is worth doing at the expense of our people’s health and safety.
Purpose
Construction is one of the sectors in which occupational accidents occur most often. This policy sets out the principles we follow to protect the health and safety of everyone working at Çelik İnşaat’s construction sites and offices. We do not accept any occupational accident or occupational disease as a natural consequence of the work; every accident is preventable.
Scope
Everyone present on our sites, including Çelik İnşaat employees, subcontractor employees, suppliers, consultants and visitors; all project phases from design to handover; work we carry out in operating facilities and in urban settings.
Our principles

Legislation is the minimum
We comply with Occupational Health and Safety Law No. 6331 and the Regulation on Occupational Health and Safety in Construction Works: for every site we prepare a risk assessment and a health and safety plan, make the required notifications and ensure coordination. Where the client or the facility operator has stricter rules, we apply them.

We prevent risks at the source
We prefer eliminating hazards, switching to less hazardous methods and engineering controls over personal protective equipment. We define safe work methods for work at height, excavation and shoring, scaffolding and formwork, lifting operations, electrical work, confined spaces and construction machinery movements, and check them before work starts.

Safety in design
We take construction- and operation-stage risks into account in design decisions; we do not consider a design complete if it cannot be built safely.

Competent and informed people
We ensure that our employees receive the occupational health and safety training required by legislation, and assign only qualified and certified people to hazardous work. We share the risks of each job with the team before work begins.

Stop-work authority
Every employee has the right to stop and report any work they believe is unsafe. No one who exercises this right will face any negative consequence.

Subcontractors follow the same rules
We consider health and safety performance when selecting subcontractors, expect them to follow our site rules and monitor their compliance. On sites where more than one employer works, we provide the coordination.

We learn from incidents
We record and investigate accidents and near misses in line with legislation and share the lessons with all of our sites. We question the incident, not the person who reported it.

Health surveillance and emergencies
We carry out health surveillance of our employees in line with legislation; every site has an emergency plan, first aid and evacuation arrangements, tested through drills. Conditions in site living quarters (dormitories, canteens, hygiene) are also part of this policy.

We protect those around us
On sites in urban areas, we take perimeter safety measures to protect local residents, pedestrians and traffic from site hazards.

Continuous improvement
We monitor our health and safety performance and continually improve our measures with the lessons of accidents, inspections and our employees’ suggestions.
Responsibilities
Company management provides the resources, time and authority needed for occupational health and safety and monitors performance. Project managers and site managers are responsible for implementing this policy on site; occupational safety specialists and workplace physicians advise management and carry out inspections. Every employee is responsible for their own safety and that of those around them: they follow the rules, use protective equipment and report hazards.
Implementation and review
This policy is implemented through the risk assessments, health and safety plans and training required by legislation, and is displayed visibly at our sites.
